FMU and Sunrise Japan Hospital Phnom Penh take another step forward, together
~Innovative medical collaboration connecting Cambodia and Fukushima will advance the future of healthcare through international academic exchange and human resource development~
Fukushima Medical University (FMU) welcomed delegates from Sunrise Japan Hospital Phnom Penh (Sunrise) in Cambodia, to sign a Memorandum of Understanding (MOU) on Monday, October 27, 2025. Through this academic exchange MOU, we will together promote international collaboration, including medical staff development and joint research.
Sunrise Japan Hospital Phnom Penh is a Japanese-style general hospital established in 2016 by the Japanese company Sunrise Healthcare Service Co., Ltd., under the philosophy of "comprehensively exporting Japanese healthcare." Aiming to be "trusted as a world-class hospital," it delivers high-quality medical care to the Cambodian people while also focusing on developing local medical personnel. FMU has maintained active exchanges with the hospital through medical personnel dispatch and joint research, leading to the signing of this memorandum.
Representing Sunrise Japan Hospital Phnom Penh were Manabu OKAWADA, Clinical Director, Hironori MATSUSHITA, Representative Director, and Keiya KAMATA, Chief Executive and Chair. Attendees from FMU were: Seiichi TAKENOSHITA, President; Yasuchika TAKEISHI, Vice President; Keiya FUJIMORI, Dean, Faculty of Medicine; Shunichi YAMASHITA, Vice President and Director of FMU’s Global Exchange Center; Masaharu TSUBOKURA, Professor, Department of Radiation Health Management; Hiroki SHIMURA, Professor, Department of Clinical Laboratory Medicine; and Yurie KOBASHI, Lecturer, Department of Clinical Laboratory Medicine.
Sunrise Clinical Director OKAWADA (a native of Minamisōma City) expressed hopes of giving back to Fukushima, his home prefecture. He also called for building a cooperative framework to address Cambodia's challenges, stating, "Through exchanges with Fukushima Medical University, I am very much looking forward to the possibility of cooperating on major projects."
FMU President TAKENOSHITA expressed respect for the university’s new MOU partner by stating, "Sunrise Japan Hospital contributes to raising Cambodia's medical standards. Its efforts serve as a model for international medical collaboration and offer significant learning opportunities for us." He further shared his vision for future exchange, saying, "We sincerely hope this agreement serves as a new starting point for further developing the cooperative relationship between our two organizations, contributing to the future of healthcare and human resource development."
Through this agreement, guided by FMU's philosophy of "Rooted in the Region, Walking with the World," we will contribute to fostering international perspectives, cultivating healthcare professionals capable of global and local engagement, and advancing medical standards in Cambodia.
